To get to the Network and Sharing Center window shown below...
Click on the Start >> Control Panel >> Network and Internet

In the left menu, click Setup a connection or network.

Select on Set up a dial-up connection.

Click the Next button.

Dial-up phone number: Type in the access phone number for your area. Visit our Access Number page to locate a number near you.
User name: Type in your username. Your username needs to end with @hicap.net
Password: Type in your password.
Connection name: Type in HiCAP

Click the Create button.

Click the Close button after the dialup connection has been created.

To connect, click on the Internet Explorer icon or click the Start button and then Connect to, then click the HiCap connection.
